Partnership of Philippine Support Agencies

   The Partnership of Philippine Support Service Agencies (PHILSSA), established on 31 May 1988, was registered with the Securities and Exchange Commission on 14 February 1990 as a non-stock service network of social development non-government organizations based in urban centers nationwide. Upon its formation, PHILSSA embarked on a mission of prototyping innovative paradigms of sustainable development for the effective empowerment of urban sectors, namely, the slumdwellers, the formal and informal labor force, the youth, women, children, and the development workers themselves.

As of the year 2001, the PHILSSA network already comprised 43 partner-NGOs engaged in varied fields of development service, such as education and training, research and documentation, legal service, socio-economic and other technical support, issue and policy advocacy, and other innovative endeavors.


To serve as an organic link and catalyst between and among various service agencies working as partners for the overall development of our society.

To build the partner-NGOs' capability by way of resource-pooling activities, relevant trainings and education, joint staff development activities, and other related initiatives.

To sharpen and develop the competence of NGOs vis-à-vis the requirements of the times and propose to government sustainable working relationships and development approaches. To build an NGO resource pool to fill up vacancies, expand operations, and train the successor generation of social development NGO leaders.

To facilitate fund-sourcing initiatives and other fund-raising campaigns of partner-NGOs by providing the necessary information on funding agencies and the technicalities involved in sourcing funds.


As a partnership, PHILSSA is committed to developing and sustaining a free, just, egalitarian and pluralistic society within a climate of peace and participative democracy.

Toward this end, we shall strive to effectively:

      * empower the urban sectors, enhance their participation, uphold their rights as human persons, work for gender equality, and develop their autonomy as communities responsible for their own destiny;

      * work among ourselves as partners in an open and honest relationship, and harness one another's talent in the service of the people;

      * work for ecological balance, environmental preservation, and sustainable development; and pursue the cause of meaningful and lasting peace.
