Part 1A: Development Programme for 75 Superintendents and Supervisors
Part 1A of the programme aims to equip the participants with skills and knowledge that will promote good planning and execution of education reforms, innovations and practices.

The knowledge component of Part 1A covers fundamental concepts and principles on Instructional Leadership, Leading Innovation and Change, Leading Developments in Pedagogical and Learning Practices as well as Mentoring and Developing Human Capital. These topics will be discussed within the context of the Philippines and the Philippine education system.

The 5-day training will be held both in Singapore and the Philippines. It will be conducted in 2 batches with 35 and 40 participants representing the 8 divisions and districts on April 2011 and March 2012, respectively. 

At the end of the training, the 75 superintendents and supervisors will be required to prepare a division or district development plan to be reviewed by the Ateneo de Manila University and approved by the Department of Education. This will also be followed by reflection and action plan retreats, sharing sessions, and other continuing professional activities to share knowledge and insights. Aside from this, graduates of the programme are expected to lead, supervise, and monitor the implementation of the division or district development plan, as well as to support the efforts of other leaders and educators who have undergone the programme.



Part 1B: Development Programme for 400 Principals
Part 1B of the programme aims to equip the participants with skills and knowledge on school-based management.

The knowledge component of Part 1B covers the fundamental concepts and principles on Instructional Leadership, Leading Innovation and Change, Leading Developments in Pedagogical and Learning Practices as well as School-Based Management. All these topics will be discussed within the context of the Philippines and the Philippine education system.

The 5-day training will be held in the Philippines. It will be conducted in 3 batches (80, 120 and 200 principals respectively) representing the 8 divisions and districts. This will be held on May 2011, April 2012 and April 2013. The training will include a benchmarking visit to relevant elementary or secondary schools in Singapore and in the Philippines.

 At the end of the training, the 400 principals will be required to design a school development plan to be reviewed by the Ateneo de Manila University and approved by the Department of Education. This will be followed by reflection and action plan retreats, follow up and sharing sessions and an education leadership conference. The follow up and sharing sessions will be conducted in syndicates composed of 10 principals who will meet in two half-day sessions under the guidance and supervision of consultants from the Philippines.  Moreover, graduates of the programme are expected to lead, supervise, and monitor the implementation of the school development plan, as well as to support the efforts of other leaders and educators who have undergone the programme.



Part 2A: Train the 150 Master Trainers and Lead Master Trainers in Content and Pedagogy Programme for Elementary and Secondary School Teachers for Math, English and Science
Part 2A of the programme aims to equip participants with subject knowledge and pedagogies for teaching Math, English and Science in the elementary and secondary levels.

The 5-day training will be held in the Philippines on April 2011 for 150 Master Trainers in Mathematics, English and Science, representing the 8 divisions and districts. From the 150 that have been trained, 130 Master Trainers will be selected and out of this, 60 will be identified and further trained to become Lead Master Trainers. They will be assessed through 1) a written exam measuring their knowledge on content and pedagogy and, 2) a training demonstration that the consultants from Singapore and the Philippines will critique in order to ensure their competence and readiness.

At the end of the training, the 60 Lead Master Trainers will be expected to create a teacher training curriculum for elementary and secondary Math, English and Science, as well as training guides for use in the subsequent training programmes.

These Lead Master Trainers will be required to train 5,400 teachers. This will be followed by monthly lesson studies and sharing sessions among the teachers facilitated by the 130 Master Trainers and Lead Master Trainers. Aside from this, the graduates of the programme are expected to initiate activities to impart knowledge to teachers from the 400 schools who have not undergone training, and in so doing, further enhance their ability to conduct capacity building activities.



Part 2B: Master Trainers to Train the 5,400 Elementary and Secondary School Teachers in Content and Pedagogy in Math, English and Science
Part 2B of the programme aims to equip 5,400 teachers from 400 schools with competencies and pedagogies in the Mathematics, English and Science.

The 5-day training will be held in the Philippines by the 60 Lead Master Trainers for a total of 5,400 teachers from 400 schools representing the 8 divisions and districts. It will be conducted in 3 batches comprising of participants from 80, 120 and 200 schools on May to June 2011, April to June 2012 and April to June 2013.

At the training, participants are expected to attend monthly lesson studies and an education conference on teaching pedagogies in which the graduates of the programme will conduct workshops to other teachers from the 400 schools who have not undergone training. Apart from this, the 5,400 teachers will be expected to initiate activities in order to impart their knowledge on content and pedagogy in teaching Math, English and Science to teachers from the 400 schools who have not undergone training. This will be monitored by the Department of Education and the Ateneo de Manila University. As an added support, resource centers will be established in the eight divisions and districts so that teachers can have immediate access to materials that can aid their teaching.
