The Quezon City government has always considered education a priority on its agenda. For many years now, the Quezon City government has been assisting schools in terms of their needs for physical facilities. Quite a number of SB (Sonny Belmonte) buildings have been constructed these past years and these have helped much in decongesting the classrooms of Quezon City schools or, in some cases, reducing the number of class shifts per day from three to two.

At this point in time, the Quezon City government would like to strengthen further the support it gives to education through a city-wide program for the development of all elementary and secondary schools in Quezon City. While continuing to address needs for essential physical facilities (classrooms, libraries, science laboratories, etc.), the Quezon City government would like to concentrate resources and efforts during the next few years on teacher training , developing programs for school leaders and similar needs. For this purpose, the Quezon City government has sought the assistance of the Ateneo de Manila University (ADMU) to design and implement a development program for Quezon City schools that would hopefully lead to significant improvements in student achievement in the shortest possible time.

The ADMU welcomes this opportunity to work with the Quezon City government on this large-scale project focused on the development of all elementary and secondary schools in Quezon City, the E-KASI QC! Project (Edukasyong Kalidad na Angat Sa Iba Quezon City). The improvement of schools in a major city in the Philippines like Quezon City will make a very significant contribution to nation-buidling. In addition, the strategies that will be developed and the lessons that will be learned from this citywide project can serve as a model for developing other cities or municipalities in the country.

The ADMU and the Quezon City government will be working very closely with the Department of Education (DepEd) Division of City Schools - Quezon City under the leadership of Dr. Victoria Q. Fuentes and the Quezon City Public Schools Association (QCPSTA) under the leadership of Ms. Francisca Castro towards the realization of the e-KASI QC! Project.
